Will Ryu be able stand a chance against Sagat after having what it takes to beat the other competing Street Fighters, or will he have his record broken by his own martial arts buddy Ken? As the tournament is in progress, a 23-year-old, ki-harnessing, Shotokan-Karate master named Ryu has turned out to be the leader in the fighting ladder.

Sagat, the Emperor of Muay Thai, is the host of this tournament, the King of Street Fighters who hails from Thailand has organized his newly announced tournament by contacting four regions that are both English-speaking and Asian-speaking countries to assemble 10 other formidable Street Fighters, including Sagat’s own right-hand Muay Thai disciple, Adon. In the present time, a very big international martial arts tournament has begun and it goes by the name Street Fighter. After defeating the initial eight characters, the player will travel to Thailand to fight against the last two opponents. In addition to the regular battles, there are two types of bonus games which players can participate in for additional points: a brick-breaking bonus game and a table breaking bonus game. The player will proceed to fight against two fighters from the chosen country before proceeding to the next country. At the beginning of the game, the player can choose the country where their first match will take place: the available choices are Japan or the United States, as well as China or England (depending on the game's configuration).

The single-player mode consists of a series of battles against ten opponents from five different nations. Unlike the subsequent Street Fighter sequels and other fighting games, the specific commands for these special moves are not given in the arcade game's instruction card, which instead encouraged the player to discover these techniques on their own. This was the first game to use such a concept.
